Digital Audience from Zero

A national policy accountability organization had 27,000 email contacts. Fewer than 8% of them were engaged.
The list had accumulated over time from petition signers, campaign moments, and organic signups. Opens were low. Donations were rare. After analyzing the data, the problem was audience infrastructure.

We ran three tactics in parallel.
Behavioral segmentation. We restructured the list into engagement tiers: donors, clickers, and openers. L1 contacts (donors and clickers) received direct fundraising asks. L2 contacts (openers who had never clicked) received content built to earn a first click and move them up a tier.
Structured audience warming. An acquisition campaign brought in 31,200 contacts identified as likely sympathetic based on prior giving behavior and issue alignment. Rather than emailing them cold, we ran a structured warming sequence and graduated engaged contacts into the main program.
SMS as a parallel acquisition channel. We launched SMS with partners alongside email to reach supporters where response is immediate. Within four months it acquired more than 1,700 new one-time donors and 60 recurring monthly donors, with 31 recurring donors added in a single peak month. Every SMS donor was added to the email program as a high-value L1 contact.
